Job Status: Full-time, Salaried-Exempt
Location: Chico, CA (onsite)
Salary Range: $65,000 to $90,000 commensurate with experience
Reports to: CFO
KEY RESPONSIBILITIES INCLUDE
Recruitment and Hiring
- Collaborate with departmental managers to understand skills and competencies required for openings
- Manage the talent acquisition process, which may include recruitment, pre-screening, interviewing and hiring of qualified applicants
Compensation and benefits
- Utilize HRM software to administer bi-weekly payroll including hourly, salaried, and commission payments, maintain employee records
- Manage all employee benefit programs, such as health insurance, vacation and 401K; act as a liaison between employees and benefits providers to resolve issues and answer questions
- Ensure compliance with COBRA, HIPAA, ERISA, and other related regulations
Employee development
- Create learning and development programs that provide internal development opportunities for employees
Compliance and Reporting
- Stay updated on changes in California labor laws and payroll and benefits laws and regulations
- Recommend updates to Employee Handbook as required by changes to labor law or benefits
- Prepare and file required reports with federal, state, and local agencies
- Maintain DOT driver records
- OSHA reporting
- Oversee workers compensation annual audit
Support and Enforce Company Policies
- Provide support and guidance to management and other staff when complex, specialized and sensitive questions and issues arise
- Oversee and execute routine reasonable accommodations, employee disciplinary meetings, investigations and terminations
Knowledge of Trends in Human Resources and Talent Strategies
- Partner with the leadership team to understand and execute the organization’s human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention and succession planning
- Analyze trends in compensation and benefits; research and propose competitive base and incentive pay programs to ensure the organization attracts and retains top talent
- Stay abreast of trends, best practices, new technologies in Human Resources, and talent management
Accounting Tasks
- Run the monthly workers compensation report and record journal entry to accrue expense
- Reconcile employee prepaid and clearing accounts; reconcile corporate and branch petty cash accounts, post journal entries and cash disbursement entries
EDUCATION AND EXPERIENCE
- Bachelor's degree in Human Resources, Business Administration or Accounting is preferred
- Experience in HR, Payroll, and Benefits administration equivalent to the described responsibilities of the Human Resources Manager
KNOWLEDGE, SKILLS, AND ABILITIES
- Thorough knowledge of employment-related laws, workers compensation and safety and regulations
- Proficient with HRM software
- Proficient with Microsoft Office Suite or related software
- Excellent verbal and written communication skills
- Excellent interpersonal, negotiation and conflict resolution skills
- Strong organizational, analytical and problem-solving skills
- Proven ability to act with integrity, professionalism, and confidentiality
- Valid CA Driver’s License
- Contingent upon post-offer background check
